Opportunity to Comment on Mining Proposal
The Plumas National Forest is initiating a 30-day scoping period in response to a Plan of Operations submitted for placer mining. Mining activity was first authorized under the 1872 Mining Law. This along with subsequent regulations require the Forest Service respond to mining Plans of Operation and ensure operations are conducted in a manner to minimize adverse environmental impacts on Forest Service system lands.
Robert Dahlen has proposed placer operations on the R.E. Dahlens Placer mining claim, which is located on the North Fork of the Feather River in T26N, R8E, Section 16, MDBM, near Seneca, California. His operation will include use of a backhoe or small excavator to remove material from the existing excavation pit, approximately 100 feet upslope of the river. A trommel and sluice box will be used for processing. Water from the pit will be used for processing and returned to the pit. The claimant's proposal also includes use and maintenance of an existing access road, long term occupancy at the site and equipment to support that occupancy, and use of a water system plumbed to the site from an adjacent water source. He plans to dredge on the claim when the State ban is lifted. All necessary State permits will be obtained. The Plan of Operations would be approved for five years.
We are asking for comments and concerns about this project. Comments will be used to identify issues and develop conditions of approval for the proposed operation. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible.

Comments received, including the names and addresses of those who comment, would be considered part of the public record on this proposal and would be available for public inspection (Authority: 40 CFR 1501.7 and 1508.22; Forest Service Handbook 1909.15, Section 21).
