Frontier provides basic residential services for rates from $13.25* - $13.80* for measured service and $16.85* - $21.50* for flat rate service. Frontier also provides basic business services for rates from $24.50* - $41.00*. Frontier offers single party service, touch-tone, toll blocking, access to long distance, emergency services, operator assistance, and directory assistance. Use of these services may result in additional charges.
Low-income individuals may be eligible for a reduction on their residential telephone bill with Lifeline. Lifeline service provides discounts that range from $11.19* - $20.03* monthly (discount subject to change).
Lifeline is a non-transferable government assistance program that provides a discount on the cost of monthly telephone service. To be eligible for Lifeline, you must meet income based requirements or participate in one of the following programs: Medicaid, CalFresh, Food Stamps, or Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Women, Infants and Children Program (WIC), Healthy Families Category A, Low-Income Home Energy Assistance Program (LIHEAP), Federal Public Housing Assistance or Section 8, Temporary Assistance for Needy Families Program (TANF), including California Work Opportunity & Responsibility to Kids (CalWORKS), Stanislaus Work Opportunity and Responsibility to Kids (StanWORKS), National School Lunch Program (NSL), Greater Avenues for Independence (GAIN), and Welfare-to-Work (WTW). Your participation in these programs will be verified by an authorized state agency. Lifeline is typically limited to one discount per household and only eligible customers may enroll. In California, a second discounted line for use with a TTY is allowed for subscribers who are certified disabled.
Lifeline is a part of the Federal Universal Service Fund program. The Federal Communications Commission (FCC) established the program and created the Universal Service Administrative Company (USAC) to administer it. The goal of the Universal Service program is to assist in making essential telecommunications services affordable to most customers.
In addition to Basic Lifeline, individuals living on federally recognized Tribal Lands whose household meets income based requirements or those that participate in one of the following federal assistance programs may also qualify for additional monthly discounts through Enhanced Lifeline or up to $100.00 toward installation fees through the Tribal Link-Up program: Bureau of Indian Affairs General Assistance, Tribally Administered Temporary Assistance for Needy Families, Head Start (income based only), or Food Distribution Program on Indian Reservations.

Dark Ravine Placer Mining Proposal
The Forest Service, Plumas National Forest, Mt. Hough Ranger District, is preparing a Decision Memo for approving a Plan of Operations for the Dark Ravine mining claims. The Plan of Operations would allow claimant, Tomas Zubicek, to conduct exploratory placer mining activities on National Forest System lands. The claimant's proposal involves excavation of four test pits with a mini excavator to evaluate placer deposits for mineral content. The location of the proposed exploration is southwest of Greenville, off of National Forest System Road 27N92; T26N, R8E, Section 24, MDBM.  The proposed action description and other information are available for review at the Mt. In light of a recent court ruling (Sequoia ForestKeeper v. Tidwell, 11-cv-00679-LJO-DLB (E.D. Cal.)), the Forest Service will provide public notice, comment, and opportunity for administrative appeal for projects and activities documented with a "Decision Memo" (36 CFR 220.6(e)) until new instructions are issued by the Washington Office, or the Agency issues regulations addressing the Court's ruling. In addition, the Forest Service will prepare Decision Memos and offer notice, comment and appeal opportunities for timber sales and proposed approvals of oil or gas exploration and development activities that rely upon Section 390 of the Energy Policy Act of 2005. Only those who provide comment or express interest in this proposal during this comment period will be eligible to appeal the decision pursuant to 36 CFR part 215 regulations._

Opportunity to Comment on Mining Proposal
The Plumas National Forest, Mt. Hough Ranger District, is initiating a 30-day scoping period in response to a Plan of Operations submitted for placer mining. Mining activity was first authorized under the 1872 Mining Law. This along with subsequent regulations require the Forest Service to respond to mining Plans of Operation and ensure operations are conducted in a manner to minimize adverse environmental impacts on Forest Service system lands.
Edwin Bright has proposed operations on the El Rico Mina placer mining claim, which is located along National Forest System Road 26N81, near Greenville, California. The legal location is T26N, R9E, Section 4, MDBM. The Plan as submitted would authorize excavation of placer deposits along the edge of the road. Excavation would be completed with a rubber tired backhoe and/or bulldozer. Additional material would be tested within the road bed. An auger would be utilized to drill 25 holes in the road, 10 inches in diameter and 6 feet deep.  Material would be processed on site through a trommel and recovery bowl. Water for the operation would be pumped from an existing well and pond, and returned to a sediment pond. The proposal also includes intermittent occupancy at the site in two camp trailers.
The timeframe for the proposed operation is 5 years. Seasonal operations would occur between April and November depending upon weather conditions. Annual reclamation would include stabilizing the site against erosion and removing heavy equipment and smaller portable items. Final reclamation will include replacing excavated material, grading to natural topography, seeding for re-vegetation and removing all equipment.
We are asking for comments and concerns about this project. Comments will be used to identify issues and develop conditions of approval for the proposed operation. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible.
