NOTICE OF INTENT TO ADOPT A
MITIGATED NEGATIVE DECLARATION
Plumas County has completed an Initial Study and proposed Mitigated Negative Declaration pursuant to the California Environmental Quality Act for the project described below. The Initial Study did not identify any potentially significant effects on the environment that would result from the proposed activity with the incorporation of mitigation measures. Accordingly, approval of a Mitigated Negative Declaration for this project is recommended.
PROJECT TITLE:
Gansner Field Obstruction Removal and Airport Improvement Project
PROJECT APPLICANT:
Plumas County, Airports Department
PROJECT LOCATION:
The project is located on the airport property of Gansner Field in Quincy. The airport is located within section 14 of Township 24 North, Range 9 East, Plumas County, California.
PROJECT DESCRIPTION:
Plumas County proposes to remove trees on airport property near Runway 6-24 that have penetrated navigable airspace and represent an obstruction to aircraft navigation. The County will also install navigation aids, displace the threshold of Runway 6, remark the runway and reseal pavement joints.
REVIEW AND COMMENT PERIOD:
Public Agencies and interested members of the public may review and comment on the Initial Study/Mitigated Negative Declaration between April 27, 2011 and May 16, 2011. Written comments should be submitted to the following address no later than 5:00 p.m. on the last day of the review period.

To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate, or both, of: William H. Blust
A PETITION FOR PROBATE has been filed by: Shelley Herbert in the Superior Court of California, County of Plumas.
THE PETITION FOR PROBATE requests that: Shelley Herbert be appointed as personal representative to administer the estate of the decedent.
THE PETITION requests the decedent's wills and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court.
THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority.
A HEARING on the petition will be held on: May 9, 2011, at 9:00 a.m., at the Superior Court of California, Dept. 2, County of Plumas, Courthouse, 520 Main Street, Quincy, CA 95971.
IF YOU OBJECT to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney.
IF YOU ARE A CREDITOR or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within four months from the date of first issuance of letters as provided in Probate Code section 9100. The time for filing claims will not expire before four months from the date of the hearing date noticed above.
YOU MAY EXAMINE the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk.
