On Top Hazardous Fuels
The Plumas National Forest is pleased to announce the September 24, 2010 availability of the Draft Environmental Impact Statement (DEIS) for the On Top Hazardous Fuels Reduction Project. The DEIS has been prepared in accordance with the National Environmental Policy Act of 1969, the standards and guidelines for land management activities described in the Plumas National Forest Land and Resource Management Plan (PNF LRMP) (USDA 1988) as amended by the Herger-Feinstein Quincy Library Group (HFQLG) Final Supplemental Environmental Impact Statement (FSEIS) and Record of Decision (ROD) (USDA 1999a, 1999b, 2003a, 2003b), the Sierra Nevada Forest Plan Amendment (SNFPA) FSEIS and ROD (USDA 2004a, 2004b) and the 2003 Healthy Forests Restoration Act (HFRA), sections 104-106. The project has been designed to fulfill the 1998 HFQLG Act to the fullest extent, while incorporating advice on treatment methods and operations expressed by members of the local Fire Safe Councils, Bucks Lake area homeowners, PG&E lessees, area residents, and other interested parties and collaborators. The USDA Forest Service proposes to modify fire behavior and promote forest and watershed health on National Forest System (NFS) lands, while contributing to the economic stability of rural communities in Butte and Plumas Counties, CA. The proposed action is designed to establish Defensible Fuel Profile Zones (DFPZs) by thinning 4,370 acres around the at-risk communities of La Porte and American House; applying Group Selections (GSs) on 124 acres (dispersed forest openings up to 2.0 acres in size) to promote forest health and to produce wood by-products (up to 13 million board feet of timber volume and 19,000 gross tons of biomass), requiring the construction of 6.7 miles of classified temporary NFS roads for access; to be closed post operations. The proposed action also incorporates decommissioning 6 miles of classified NFS roads, as a first incremental step toward promoting the health of watershed resources. The DEIS discloses the analysis of the no action alternative (alternative A), the proposed action (alternative B), and one other action alternative (alternative C). The On Top Project Area lies within the HFQLG Pilot Area in T22N, R6E, S1-2, 11; T22N, R8E, S5-6; T23N, R6E, S2-3, 10-15, 19-23, 26-30, 33-36; T23N, R7E, S7, 10, 12-16, 18, 21-25, 36; and T23N, R8E, S18-20, 29-35, CA, Mount Diablo Meridian.
Comment Period: The 45-day comment period is in effect from February 17, 2012 until March 31, 2012. Your comments expressed during this comment period on the On Top Hazardous Fuels Reduction Project DEIS will be addressed in a final EIS (FEIS). Once the FEIS is completed, planned for April 2012, it will then be mailed to those who have submitted comments on the DEIS and to those who have requested to be included on the project mailing list. It will also be made available for public review, in the same manner as the DEIS described below. Instead of an appeal period, there will be an objection process before the Final EIS is filed. In order to be eligible to file an objection to the preferred alternative, specific written comments related to the project must be submitted during the comment period. Individual members of organizations must submit their own comments to meet the requirements of eligibility as individuals; objections received on behalf of an organization are considered, as are those from an organization only. Names and addresses of those who comment and/or object will become part of the public record.
