   These are the stories we are working on for this week's newspaper:
  • Image makeover needed: In the soon-to-be-released grand jury report, the jurors said the county’s Alcohol and Drug and Mental Health departments are suffering from a poor public image.
  • Help at the jail: The Board of Supervisors approved the sheriff’s request to hire four corrections officers, but not before reminding him the county is facing a $3 million budget problem.
  • Water disaster?: The state has already enacted emergency conservation measures. The county is thinking about declaring a local disaster as well.

Almanor Art Show sure to delight

The annual Almanor Art Show returns Aug. 6 –7, to the Collins Pine Lawn in Chester with booths ranging from wildlife photography and watercolors to hand-thrown pottery and unique jewelry.

The show opens at 10 a.m. both days, closing at 5 p.m. Saturday and 4 p.m. Sunday. Food and drink vendors and live music will be available both days.

Plague detected in domestic cat in Eastern Plumas County

Plumas County Environmental Health reported late last week that a domestic cat in eastern Plumas County has been treated for plague. Tests to confirm plague are pending from the public health laboratory in Sacramento.

Although plague naturally occurs throughout the mountainous regions of California, this report is the first sign of plague activity in Plumas County in 2011. Plumas County Environmental Health is working with the California Department of Public Health Vector-Borne Disease program and will be monitoring this situation.

Homeowners could pay CalFire $150 for fire prevention

A bill signed by Gov. Jerry Brown designed to generate revenue for the state could cost some Plumas County homeowners an extra $150 per year.

Despite objections by lawmakers in rural counties, Brown signed Assembly Bill 29 as part of the state budget deal June 30.

Referred to as the “rural fire tax,” it will impose up to a $150 fire-prevention fee on state residents who live in a state responsibility area (SRA).

No plea from shooter

The man accused of killing Susanville resident Rory McGuire during a July 2 car chase made his second appearance in Plumas County Superior Court on Monday, July 18.

Gregory Chad Wallin-Reed, 36, of Reno, Nev., has yet to enter a plea in the case.

During Monday’s arraignment proceedings, Wallin-Reed was represented by attorney Richard Young, of Reno, whom he has retained in place of his appointed Plumas County Public Defender Doug Prouty.

Ding, dong: It’s the bill collector

Indian Valley residents who pay for water and wastewater have not paid their bills to the tune of about $50,000.

Some homes have even had the water shut off for up to three months, and still the bills are not being paid.

For May, about 30 percent of the bills had not been paid by the time June bills went out.

Portola City Council implements rate increases effective July 1

In a decisive move, Portola’s City Council passed Resolution No. 2095 at its July 13 meeting, implementing the city’s proposed water and sewer rate increases as of July 1.

The resolution was originally presented May 11. It went through the Proposition 218 process without receiving a majority of protests, and the city held the requisite public hearing.
