PUBLIC HEARING NOTICE

The City of Susanville will hold a public hearings to solicit comments on proposed Resolution No. 18-5497, establishing Rates and Fees for City Services for fiscal year 2018-2019, previously Resolution No. 17-5384.

The public hearings will be held on Wednesday, June 6, 2018 at 7:00 p.m. (or as soon thereafter as the agenda permits) in the City Council Chambers, 66 North Lassen Street, Susanville. The public is invited to attend and provide oral and/or written comments. During the public hearing the City Council shall hear and consider all objections, if any to the proposed rates.

As required by California Government Code Section 66016, public data indicating the amount of cost, or estimated cost required to provide the service for which rates or charge is levied and the revenue sources anticipated to provide the service for Resolution No. 18-5497 will be available at City Hall as of April 11, 2018. Notice of Availability of the Environmental Assessment and Draft Finding of No Significant Impact of

Implementing the Integrated Wildland Fire Management Plan for

Sierra Army Depot, California

The U.S. Army prepared an environmental assessment (EA) that considers the proposed action to implement an Integrated Wildland Fire Management Plan (IWFMP) for Sierra Army Depot (SIAD). The IWFMP is a management plan that provides guidance and direction to prevent, detect, respond to, and suppress wildfires and for planning and executing prescribed burns.  Implementing an IWFMP is predominantly a management decision. The IWFMP proposes no changes to wildland fire management practices at SIAD, but simply formalizes the practices the Depot has been following as part of its natural resources program. Implementation of the proposed action is not expected to result in significant environmental impacts; therefore, preparation of an environmental impact statement is not required in accordance with the National Environmental Policy Act. Copies of the EA and draft finding of no significant impact (FNSI) are available for review for 30 days at the Herlong Public Library, PO Box 775, Herlong, CA 96113; Susanville District Library, Central Library, 1618 Main Street, Susanville, CA 96130; and Washoe County Main Library, 301 South Center Street, Reno, NV 89501.

Comments on the EA and draft FNSI should be sent by mail to Sierra Army Depot, Attn: Mr. Scott Olsen, TASI-GRE, 74 C Street, Building 63, Herlong, CA 96113; or by email to the SIAD NEPA Program Manager, Mr. Zygmunt Osiecki, at [email protected]. Pursuant to the California Environmental Quality Act, Lassen County, as the Lead Agency for the California Environmental Quality Act, has determined that an Environmental Impact Report is required. The Environmental Review Officer has determined that there is substantial evidence in the record, as currently filed, indicating that the proposed project may have a significant effect on the environment.

As authorized by the Lassen County Environmental Review Guidelines Part 6, the Environmental Review Officer has made a determination that preparation of an Environmental Impact Report is required for the project. This determination is being forwarded to the Lassen County Planning Commission for review and certification.  The Planning Commission will hold a public hearing on this item at 1:40 p.m. on Wednesday, June 6, 2018, in the Board Chambers, 707 Nevada St., Susanville, California.

The Initial Study, prepared by the Environmental Review Officer, is available for review at the Lassen County Department of Planning and Building Services, 707 Nevada Street, Susanville, California. Any comments you may have regarding the Initial Study must be submitted to the Lassen County Department of Planning and Building Services prior to the scheduled public hearing.
