The proposed ordinance repeals and replaces section 12.24.070 (Work commenced without permit) of the Lassen County Code. The ordinance would increase the penalty for doing work without a permit (building, electrical, plumbing, mechanical, gas, etc.). The ordinance would also allow the Building Official to waive or reduce the penalty with a finding of extenuating circumstances and allow that decision to be appealed to the Appeals Board established at Chapter 12.22 of Lassen County Code.

The Lassen Regional Solid Waste Management Authority will be conducting a public hearing for the final fiscal year 2018/2019 budget for Authority operations. The public hearing will be conducted on June 26, 2018 at approximately 3:30 p.m. at the Lassen County Board of Supervisor’s chamber, 707 Nevada Street, Susanville, CA. INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION

LASSEN COUNTY PLANNING COMMISSION

The Lassen County Planning Commission solicits the aid of public agencies and the general public in consideration of the following item:

Applicant: HL Solar, LLC

File: Use Permit #2017-002, Initial Study #2017-004

Project: Proposal to add a 2.75-megawatt (alternating current), ballasted, single-axis tracker photovoltaic solar array to a permitted (but unconstructed) 5-megawatt AC photovoltaic solar array and to relocate an unconstructed substation permitted at APN 119-350-77 to APN 119-350-85 (all construction work related to this project to be done on APN 119-350-85). The total project area comprises 59 acres and is proposed to be surrounded by a security fence (the original use permit [Use Permit #2014-014] proposed a 28-acre project area; this project adds a further 31 acres).

Location: The project site is located approximately 2.5 miles east of the intersection of Wendel Road and U.S. Highway 395. The Lassen County Surveyor has assigned the address 472-600 Viewland Road to APN 119-350-85. APN 119-350-77 is located at 732-025 Wendel Road, Wendel CA, 96 136.

Zoning: The project site is zoned E-A-G (Exclusive Agricultural District, Geothermal Combining District).

Pursuant to the California Environmental Quality Act, Lassen County is the Lead Agency for the project identified above and is preparing a Subsequent Mitigated Negative Declaration stating that there is no substantial evidence in the record, as currently filed, that indicates that the proposed project may have a significant effect on the environment. The proposed Mitigated Negative Declaration (and the previous Mitigated Negative Declaration #2014-014 for Use Permit #2014-014) is available for review at the Lassen County Department of Planning and Building Services, 707 Nevada Street, Susanville, California. The public review period for the Mitigated Negative Declaration is from May 22, 2018, to June 21,2018.

The Planning Commission will hold a public hearing to consider adoption of the proposed Mitigated Negative Declaration and approval of the project at 1 :20 p.m. on Thursday, July 5, 2018, in the Board Chambers, 707 Nevada Street, Susanville.
