The Plumas Eureka Community Services District Domestic Water System Has Levels of Arsenic Above the Federal Drinking Water Standard
Our domestic water system recently violated the new federal drinking water standard for arsenic. Although this is not an emergency, you have the right to know what happened, what you should do, and what we are doing to correct this situation.
What happened?
The USEPA standard, enacted in January 2006, lowered the maximum contaminant level (MCL) of arsenic from 0.050 milligrams per liter (mg/l) to 0.010 mg/l.  We routinely monitor for the presence of drinking water contaminants throughout the year.  Our results indicate the 2014 second quarter average (Apr, May, Jun) for Well #2 is 0.15 mg/L, which is above the current federal and state standard.
What should I do?
You do not need to use an alternative water supply (e.g., bottled water).
This is not an emergency.  If it had been, you would have been notified immediately.  However, some people who drink water containing arsenic in excess of the MCL over many years may experience skin damage or circulatory system problems, and may have an increased risk to getting cancer.
If you have other health issues concerning the consumption of this water, you may wish to consult your doctor.
What is being done?
PECSD is has received Compliance Order No. 01-02-14(0)002 from the California Department of Health Services. The compliance order means that we have until November 1, 2016, to get our drinking water below the Federal arsenic standard. Stantec Engineering and our Board of Directors have defined the project we will take to achieve meeting the standard. The project progress will be discussed at each regularly scheduled monthly Board meeting. Monthly Board meetings are held at the Fire Station, 200 Lundy Lane, Blairsden, on the second Wednesday of each month and begin at 9:00am. The meetings are open to the public and information regarding the project can be found on our web site at www.pecsd.org.

The Zoning Administrator will hold a public hearing on the following matter on Wednesday, August 13, 2014 in the Conference room of the Plumas County Permit Center, 555 Main Street, Quincy, CA.
10 a.m.  Amendment of Special Use Permit - Sierra Valley Gun Club

This project is an amendment to a Special Use Permit for a shooting range to extend the expiration date of the permit.  The Special Use Permit was originally approved on May 12, 2004.  The facility is located on the Beckwourth-Loyalton Road, 1.7 miles south of the intersection with State Route 70, in Sierra Valley, Plumas County, CA;
APN 010-070-042; T22N/R15E/Sections 8,9, MDM.
This project is exempt under CEQA Guidelines [Section 15061(b)(3)] as Plumas County Codes reflected in Special Use Permit conditions, as well as permitting requirements of state and local agencies, serve to address any possible impacts.

NOTICE IS HEREBY GIVEN that the City of Portola City Council will hold a public hearing on Wednesday, August 13, 2014, at 7:00 p.m., or as soon thereafter as the matter may be heard, in the City of Portola City Council Chambers, 35 Third Avenue, Portola, California, regarding the following matter:
WOODBRIDGE DEVELOPMENT AGREEMENT (PER ORDINANCE NO. 300) REVIEW OF ANNUAL REPORT
THE DEVELOPMENT AGREEMENT CALLS FOR AN ANNUAL REVIEW OF THE PROGRESS MADE BY THE DEVELOPER WITH THE TERMS AND CONDITIONS OF THE DEVELOPMENT AGREEMENT.
The Portola City Council adopted Ordinance No. 318 on January 24, 2007 approving the Development Agreement between the City and Woodbridge at Portola, Inc. to provide for the development of 398 acres of residential and commercial development, broken down as follows:
¥ Low Density Residential: 189 dwelling units
¥ Medium Density Residential: 522 dwelling units
¥ High Density Residential: 234 dwelling units
¥ Mixed use multi-family residential: 60 dwelling units
¥ Commercial Development:  170,000 square feet, including 25,500 square feet of retail, 68,000 square feet of office, and 76,500 square feet of light industrial.
The project acreage is comprised of: 339 acres of residential development, 19.9 acres of commercial development, 19.6 acres of Parks (PR), 112 acres of Open Space (OS)  included in the LDR zone, and 2.6 acres Public/Quasi Public Use (P/QP).  
The Development Agreement (Article 4) calls for an Annual Review "demonstrating the Developer's good faith compliance with the terms and conditions of the agreement."  Since the Development Agreement was approved, the project has undergone extensive public review, including an approved Mitigated Negative Declaration, a General Plan Amendment, zoning changes, and approval of a Tentative Map, and work towards achieving map conditions.  A Mitigated Negative Declaration was approved for this project in 2006.
General Property Location:  The subdivision is in an undeveloped area located at the south end of Gulling Street, continuing west behind Portola High School to County Road A-15.
