The City of Portola has been required by the State of California to implement Emergency Water Conservation Measures
What is happening?
On July 15, the State Water Resources Control Board (State Water Board) approved an emergency regulation to ensure water agencies, their customers, and state residents increase water conservation or face possible fines or legal action.  The emergency regulation was approved by the Office of Administrative Law on July 28, 2014.
The new conservation regulation is intended to reduce outdoor urban water use.  Most Californians use more water outdoors than indoors.  In some areas, 50% or more of our daily water use is for lawns and outdoor landscaping. The regulation, adopted by the State Water Board, mandates minimum actions to conserve water supplies. With this regulation, all Californians will be required to stop using potable water to: wash down sidewalks and driveways; water outdoor landscapes in a manner that causes excess runoff; wash a motor vehicle with a hose, unless the hose is fitted with a shut-off nozzle; and operate a fountain or decorative water feature, unless the water is part of a recirculating system.
On July 23, 2014, the City Council reviewed the California Emergency Water Conservation Regulations and determined that the City's emergency conservation measures shall be effective August 1, 2014.  The emergency conservation measures will be in effect until further notice.
What will I be required to do? (Per State requirements)
¥    PROHIBITED ACTIVITIES
    ã The application of potable water to any driveway or sidewalk
    ã Using potable water to water outdoor landscapes in a manner that causes runoff to adjacent property, non-irrigated areas, private and public walkways, roadways, parking lots, or structures
    ã Using a hose that dispenses potable water to wash a motor vehicle, unless the hose is fitted with a shut-off nozzle
    ã Using potable water in a fountain or decorative water feature, unless the water is recirculated
¥    ONLY WATER ON YOUR WATERING DAYS BEFORE 10 AM AND AFTER 7PM
    ã North of the Middle Fork of the Feather River water only on Tuesday, Thursday, and Saturday (before 10:00 a.m. and after 7:00 p.m.)
    ã South of the Middle Fork of the Feather River water only on Wednesday, Friday, and Sunday (before 10:00 a.m. and after 7:00 p.m.)

_Notice is hereby given that sealed proposals will be received by the Clerk of the City Council of the City of Portola, California at Portola City Hall, 35 Third Ave., Portola, California, up to 3:00 p.m., August 20, 2014 for FINAL CLOSURE CONSTRUCTION QUALITY ASSURANCE MONITORING AND REPORTING FOR PORTOLA LANDFILL, in accordance with the Request for Proposal on file for said Work in the office of the Clerk of the City Council, at which time they will be publicly opened and read at the same address._
The Request for Proposal includes the necessary qualifications, experience and expertise for execution of a professional services agreement to provide Construction Quality Assurance Monitoring on behalf of the City of Portola. The RFP and associates documents for proposing on this project can be obtained at Portola City Hall, 35 Third Ave (P.O. Box 1225) Portola, CA 96122, Telephone (530) 832-4216.
Inquiries or questions based on alleged ambiguity of the Request for Proposal must be communicated prior to proposal opening. Any such inquiries or questions, submitted after proposal opening, will not be treated as a protest. Ramelli and Hall Allotment Project

The USDA Forest Service Plumas National Forest, Beckwourth Ranger District is beginning the scoping process for the Ramelli and Hall Allotment project. The Forest Service proposes to re-authorize cattle grazing on the Ramelli and Hall Allotments as swing allotments. This means that in the event of a wildfire or during an active timber sale or a watershed restoration project, the District Ranger could allow a permittee to move cattle to the Ramelli and Hall Allotments for short term use. Currently, both allotments are vacant and have not been grazed under permit for at least 20 years. Meadow and riparian areas have improved following the rest from grazing and are in properly functioning condition. Current stream, spring, and fen function and meadow seral stage are meeting Forest Plan standards and desired conditions. This project also proposes to obliterate three non-system roads within the allotments.
The Ramelli Allotment is located in T25N, R15E, sections 25, 26, 35, 36 and portions of sections 24, 27, 34 and in T24N R15E sections 1, 2, 3 and 10 and portions of section 11 and 12.  The Hall Allotment is located in T25N, R16E, sections 21, 20, and 28 and T24N R16E, portions of sections 29, 27, 32, 33, and 34.
How to Comment and Timeframe:
This project is subject to comment pursuant to 36 CFR 218, Subparts A and B. Only those who submit timely project-specific written comments during a public comment period are eligible to file an objection. Individuals or representatives of an entity submitting comments must sign the comments or verify identity upon request.
The Forest Service will accept scoping comments on this proposal for 30 days following publication of the opportunity to comment legal notice in the Portola Reporter, which is the exclusive means for calculating the scoping period. Commenters should not rely upon dates or timeframe information provided by any other source. It is the commenter's responsibility to ensure timely receipt of comments (36 CFR 218.25).

In cases where no identifiable name is attached to a comment, a verification of identity will be required for objection eligibility.
