 JOHNSVILLE TANK IMPROVEMENT AND CHLORINATION PROJECT

 General Notice

Johnsville Public Utility District (Owner) is requesting Sealed Bids for the construction of the following Project:

JOHNSVILLE TANK IMPROVEMENT AND LIQUID CHLORINATION PROJECT

Bids for the construction of the Project will be received at the Bastian Engineering office located at 211 Poplar Valley Road, Blairsden, CA. 96103, until 2:00 p.m., April 3, 2023, local time. At that time the bids received will be publicly opened and read.

The Project includes the following Work:

This project consists of installing two 100,000 gallons bolted or welded steel potable water tanks (the owner will choose either the bolted or welded tank by accepting the applicable line bid item in the bid schedule) with associated appurtenances, tank foundation, above-ground and below ground piping, valves, vaults, tank site grading, fencing, on-site sodium hypochlorite generation system and tank level controls. These tanks are to be constructed in the existing redwood stave tank’s footprint, per agreement with the California State Park. The tanks will operate in series and parallel. Tank construction must be staged with redwood tank demolitions and pipe/valve installation to always maintain water service to the Town (except for brief interruptions during rerouting of connections.) The cure period for tank coating, inspection and testing will be required before the first tank can be put into operation service prior to the second tank demolition.

An on-site sodium hypochlorite generation system and hydrogen safety management System will be constructed in the existing water treatment plant. Piping, valving and building modifications are required as shown on the plans.

 The Owner anticipates that the Project’s total bid price will be approximately $1,963,600. The Project has an expected duration of 270 days.

Obtaining the Bidding Documents

Information and Bidding Documents for the Project can be requested from [email protected]. A Dropbox folder “JPUD Tank and Chlorination Project” folder has been created for downloads. Plumas County document center will also host the Bidding Documents @ https://www.plumascounty.us/bids.aspx.

Bidding Documents will be placed in said Dropbox folder or Plumas County website for downloading. Prospective Bidders are urged to register by email @ [email protected] indicating they are a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated email address in either electronic or paper format.

If you are interested in bidding, please return by email the acknowledgment form, attached in Appendix A, upon receipt of the Bidding Documents to [email protected]. The submission of your acknowledgement form helps ensure that notifications and addendums, if any, are transmitted efficiently.

The designated Dropbox and Plumas County website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated Dropbox or website. Neither the Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated Dropbox or [email protected] address.

 Neither the Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Pre-bid Conference

Johnsville is located at elevation 5200 feet. The Engineer anticipates that vehicle access to the tank site will not be possible at the time of bidding due to substantial snow accumulation. Snowshoe access will likely be the only way to physically observe the tanks. Photos of the tank farm have been prepared for those bidders that cannot/do not want to access the site and will be provided for download in the designated Dropbox. Individual arrangements will be made for prospective bidders for access to the Water Treatment Plant upon request.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class A General Engineering California Contractor’s License.

Bidders are notified that financing for this project is primarily provided by the Department of Water Resources of the State of California, a Part of The Small Community Drought Relief Program Funded By The Budget Act Of 2021 (Stats. 2021, Ch. 240, § 80)

AND

funding provided pursuant to the Consolidated Farm and Rural Development Act (7 U.S.C. Section 1921 et seq.) and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the Owner to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor.

American Iron and Steel – Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

The following waivers apply to this Contract:

Minor Components,

Pig iron and direct reduced iron

“Additive” or “Deductive” Bid Items #6 and #7 are included in the Bid. Per Public Contract Code Section 20103.8 the method for applying the alternates and the basis for award of the contract will be based on the lowest responsive/responsible total bid amount.

“Additive” Bid Item #25 will be included in the total bid amount if the Rural Development funding is required for this project, as determined by the Board of Directors.
