Notice of Extension/Notice of Public Meeting/Notice of Intent to Adopt a Mitigated Negative Declaration

for the CHP Quincy Area Office Replacement Project

The California Highway Patrol (CHP), with assistance from the Department of General Services (DGS), is circulating for public review a draft Initial Study/Mitigated Negative Declaration (IS/MND) for the CHP Quincy Area Office Replacement Project (Proposed Project).

Project Background: The CHP Quincy Area Office Replacement Project (Proposed Project) is being constructed as part of a statewide effort to replace aging or inadequate CHP field offices and other facilities. The purpose of the Proposed Project is to relocate the Quincy Area Office currently on Main Street to a new facility that would provide adequate workspace, equipment storage, and vehicle parking for an increasing number of employees assigned to this office (approximately 32 combined current employees, increasing to 37 employees over 10 years). The Proposed Project site is located on Lee Road, just north of the intersection of Lee Road and Alta Avenue in Quincy, California.

Document Availability: CHP and DGS have prepared the IS/MND pursuant to the California Environmental Quality Act (CEQA). The draft IS/MND describes the Proposed Project and evaluates its potential environmental effects. Based on the findings of the draft IS/MND, CHP and DGS have determined that the Proposed Project, as mitigated, would not have any significant effects on the environment. Public Meeting: A public meeting about the Proposed Project will be held on April 4, 2019 at 5:30-6:30 p.m. PDT at:

ORDINANCE NO. 6

ON MARCH 14, 2019, AT THE OFFICE OF THE BOARD ROOM OF THE AMERICAN VALLEY COMMUNITY SERVICES DISTRICT, 179 ROGERS AVENUE, QUINCY, CALIFORNIA, THE BOARD OF DIRECTORS OF THE AMERICAN VALLEY COMMUNITY SERVICES DISTRICT ADOPTED THE EMERGENCY VEHICLES ORDINANCE, REPEALING ALL PREVIOUSLY ENACTED RELATED ORDINANCES AND RESOLUTIONS.

8-01.01 Objective of Ordinance

It is the intent and objective of the enactment of this ordinance to declare the 2002 Vactor Sewer Cleaning Truck as an emergency hazardous materials response team vehicle.

State, Federal and County regulations require any sewage spill on to the street to be reported to the California Regional Water Quality Control Board, Plumas County Environmental Health, Quincy Fire Department and State O.E.S.  Any spillage over 1,000 gallons is considered a hazardous material spill and the fines are extensive, especially if sewage reaches a storm drain or receiving water way.

The California Vehicle Code §2416, the Commissioner of the California Highway Patrol may issue authorized emergency vehicle permits… “Any vehicle owned and operated by an office or department of a city, county, or district which is designated by an ordinance adopted by the governing body of that local agency as a hazardous materials response team vehicle for response to hazardous materials emergencies.”
