Ordinance Summary

AN ORDINANCE OF AMERICAN VALLEY COMMUNITY SERVICES DISTRICT ESTABLISHING RULES AND REGULATIONS OF CONNECTION FEES FOR CONNECTING TO THE WATER AND/OR WASTEWATER SYSTEM, ESTABLISHING RULES AND REGULATIONS FOR RATES, FEES, AND CHARGES FOR WATER, WASTEWATER, AND RELATED SERVICES; ADOPTING CONTRACT PROCEDURES PURSUANT TO PUBLIC CONTRACT CODE SECTION 22030, ET. SEQ., REPEALING ALL PREVIOUSLY ENACTED RELATED ORDINANCES, RESOLUTIONS, AND MOTIONS;

Notice is hereby given that on June 14, 2018, the Board of Directors of the American Valley Community Services District adopted Ordinance No. 2 establishing rules and regulations of connection fees for connecting to the water and/or wastewater system, establishing rules and regulation for rates, fees, and charges for water, wastewater and related services; adopting contract procedures pursuant to public contract code section 22030, et. seq., repealing all previously enacted related ordinances, resolutions and motions. The following is a summary of the Ordinance:

  • The Ordinance establishes the procedures for adopting connection fees, rates and charges for water and wastewater services in American Valley (no changes to the current fees and charges are proposed);
  • The Ordinance further establishes contract procedures;
  • Lastly, the Ordinance establishes rules and regulations for establishing service and continuing service with the District.

The Ordinance was adopted by the Board of Directors by the following vote:

Ayes: Churchill, Jackson, Martin, Kraul, Brown, Beatty, Felker, Kolb, Castaldini

Noes: None

Abstain: None

Absent: Ely

Notice of Public Hearing

The Zoning Administrator will hold a public hearing on the following matter on Wednesday, July 11, 2018 in the Conference room of the Plumas County Permit Center, 555 Main Street, Quincy, CA.

10 a.m. Special Use Permit – Plumas Charter School/Plumas Alternative Learning Services

129 Kelsey Lane, Quincy, CA

This project is a Special Use Permit to allow construction of a charter school and learning center proposed to be located at 129 Kelsey Lane, Quincy, Plumas County, CA; APN 115-130-015-000; T24N/R9E/Section 14, MDM. A Special Use Permit is required under the Single Family Residential (7-R) zoning as per Plumas County Code Section 9-2.1302(b)(1).

Mitigated Negative Declaration 673 has been prepared for this project and is proposed to be adopted at the public hearing.
