Notice is hereby given that the Herlong Public Utility Department (HPUD) intends to adopt a Mitigated Negative Declaration for the project described below.
Project Description:
Plumas-Sierra Rural Electric Cooperative (PSREC) intends to develop a Community Solar Program which would be designed to offer PSREC members the opportunity to purchase energy from utility owned photovoltaic (PV) solar generation facilities located within the PSREC service territory.
PSREC has proposed a joint land use agreement with the HPUD for use of a 12-acre site located at HPUD’s Water Reclamation and Disposition Facility in Herlong, Lassen County, CA. PSREC will design and construct a 500kWac (with future expansion) ground mounted PV system at this site which can interconnect at a voltage of 480Y/277. Initial system land requirements will be approximately 3 acres with the option for expansion as the need arises. Site disturbance is expected to be the entire footprint to allow for construction activities.

PURSUANT TO SECTIONS 23821, 23961 AND 24070, OF THE ALCOHOLIC BEVERAGE CONTROL ACT, NOTICE IS HEREBY GIVEN THAT THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL WILL ACCEPT PRIORITY APPLICATIONS FROM SEPTEMBER 10, 2018, THROUGH SEPTEMBER 21, 2018, AT THE DEPARTMENT’S OFFICE AT 1900 CHURN CREEK ROAD, SUITE 215, REDDING, FOR ONE NEW ORIGINAL ON-SALE GENERAL LICENSE AND THE INTERCOUNTY TRANSFER OF ONE ON-SALE GENERAL LICENSE FOR A PREMISE TO BE LICENSED IN LASSEN COUNTY.
LEGISLATION, WHICH BECAME EFFECTIVE JANUARY 1, 2018, ESTABLISHED A $15,384 FEE FOR ORIGINAL GENERAL LICENSES. THE FEE FOR INTERCOUNTY TRANSFERS OF GENERAL LICENSES IS $6,000.
ONLY CERTIFIED CHECKS, CASHIER’S CHECKS OR MONEY ORDERS MADE PAYABLE TO ALCOHOLIC BEVERAGE CONTROL WILL BE ACCEPTED IN PAYMENT OF PRIORITY APPLICATION FEES. OTHER STANDARDS AND PROCEDURES GOVERNING SAID APPLICATIONS MAY BE EXAMINED AT ANY DEPARTMENT OFFICE.

SUMMARY OF ORDINANCE ADOPTED BY THE LASSEN
COUNTY BOARD OF SUPERVISORS ON JULY 24, 2018
An Ordinance adding Chapter 3.30 to Title 3 of the Lassen County Code was adopted at the regular meeting of the Lassen County Board of Supervisors on July 24, 2018.
The new chapter 3.30 establishes a structure for taxing commercial cannabis activities, recreational or medical, in the County of Lassen if those activities are ever authorized to occur in the future. To take effect, this ordinance must still be approved by the voters by a majority vote at the upcoming November 6, 2018 general statewide election.

The Lassen National Forest is soliciting competitive offers for the ROAR IRTC STEWARDSHIP contract located within T26N R6E Sections 2, 3, 11, 25, 26 & 36; T27N R6E Sections 26, 27, 34 & 35; Mt. Diablo Meridian. The Forest Service will receive Sealed – “Best Value” offers at Lassen National Forest Supervisor’s Office, 2550 Riverside Drive, Susanville, CA 96130 at 11:00 AM local time on 09/13/2018 for an estimated volume of 7,873 ton of Combined Softwood sawtimber and 2,478 ton of combined Softwood grn bio cv marked or otherwise designated for cutting. There are four Mandatory Stewardship Work Items. Mandatory Item 1. Cut, Skid and Deck biomass in units 21, 24, 503 and 508 with a total of 40.87 acres. Biomass product removal is optional in Units 21, 24, 503 and 508, Timber Subject To Agreement, K-C.1.1#. Mandatory Item 2. Tractor pile/Grapple pile in Research Plots, 25 acres in Units 502, 506 and 507. Mandatory Item 3. Grapple pile in Unit 20, 34.36 acres. Mandatory Item 4. Grapple Pile in Unit 237, 21.42 acres. Contract contains specified roads with an estimated public works construction cost of $45,284.95. The Forest Service will evaluate competitive offers submitted by offerors who present a price offer and technical proposal according to the information found under the section in the offer titled “Instruction to Offerors.” Evaluation factors for this project are organizational experience, organizational past performance, local community economic enhancement (including small business enhancement), understanding the Government’s requirements, and price. One award will be made to the offeror whose proposal is technically acceptable and whose technical/price relationship is the “best value” to the Government. The Plumas National Forest is advertising for the Madora Integrated Resource Timber Contract (IRTC) Stewardship. The Madora IRTC Stewardship Timber Sale is located in all or portions of T.22N., R.11E., sections 1 and 12, T.22N., R12E., sections 5, 6, 7, 8, 9, 18 and 19 and T.23N., R12E., sections 30, 31 and 32., M.D.M. Sealed – “Best Value” offers will be received at the Plumas National Forest Supervisor’s Office, 159 Lawrence St. Quincy, CA 95971, on September 17th, 2018, at 10:00 AM local time, for an estimated 9,451 CCF (4.799 MMBF) of sawtimber and 9,437 CCF (25,459 Tons) of Green Biomass Convertible (Grn Bio Cv), marked or otherwise designated for cutting on approximately 853 acres, with one mandatory stewardship project and one optional stewardship project. Stewardship project(s) are: Mandatory Item 001: Chip and Haul Grn Bio Cv., which includes all tops and limbs from sawlogs to appraised location. Optional Item 002: Required re-contouring of excavated bench skid trails if purchaser chooses to construct on an estimated +/- 1 mile of skid trail outside of RCAs/SMZs unless approved by Hydrologist specialist.
