The Lassen County Planning Commission solicits the aid of public agencies and the general public in consideration of the following item:

NOTICE OF PUBLIC HEARING FOR CONSIDERATION OF A USE PERMIT,
AND INTENT TO REQUIRE PREPARATION OF AN INITIAL STUDY
The Lassen County Planning Commission solicits the aid of public agencies and the general public in both consideration of this project, and in consideration of the Lassen County Environmental Review Officer’s determination that an Initial Study is required prior to project approval:
Applicant: TLT Enterprises/Hat Creek Construction
File No.: Use Permit #2018-011
Project: Proposal to allow for “limited term” nighttime operations/use (7:00 pm to 6:00am) of existing Asphalt and Concrete Batch plants, and of existing stockpiled aggregate materials, all located at the Ward Lake Aggregate Mine, between September 18, 2018, and December 18, 2018. Approximately 40 trucks/trips of asphalt per night for 25 nights are proposed. Approximately 7 trucks/trips of concrete per night for 50 nights are proposed. Approximately 8 trucks/trips of aggregate base per night for 50 nights are proposed. Trucks would backhaul material from offsite.
Location: The project site is located at 476-250 Ward Lake Rd at the existing Ward Lake Aggregate Mine.
Zoning: The project parcel is zoned Upland Conservation, Resource Management District and Upland Conservation, Agricultural Preserve Combining District, and is designated Extensive Agriculture by the Lassen County General Plan 2000.

Pursuant to the California Environmental Quality Act (CEQA), the Lassen County Environmental Review Officer for Lassen County has determined that an Initial Study is required prior to further consideration/approval of this project. The Environmental Review Officer has determined that there are no findings or evidence indicating that this proposal qualifies for an exemption from CEQA review.
This determination is being forwarded to the Lassen County Planning Commission for review and certification. The Planning Commission will hold a public hearing on this item at 1:25 p.m. on Wednesday, September 5, 2018, in the Board Chambers, 707 Nevada St., Susanville. SUMMARY OF PROPOSED AMENDMENT TO TITLE 3 OF THE LASSEN COUNTY CODE
TO BE CONSIDERED FOR ADOPTION BY THE LASSEN COUNTY BOARD OF SUPERVISORS
ON AUGUST 28, 2018
Title 3 of the Lassen County Code relates to the fees the various departments of Lassen County may charge for different services they offer. An amendment to Title 3, Chapter 3.18, section 3.18.050 in particular, is being proposed which will be considered for adoption at the regular meeting of the Lassen County Board of Supervisors located at 707 Nevada St. in Susanville on August 28, 2018 at the hour of 9:00 a.m. or as soon thereafter as the matter is called.
The amendment which is proposed would increase the fees to be charged by the Lassen County Treasurer-Tax Collector for the services it offers.
