Letter to the Editor: Questions regarding the asphalt plant

About two years ago thisn plant was proposed for old rock quarry near the the Portola dump–part of which would have beeen about 1000 feet from my house.
At that point in timeI  had questions about the water usage and the answer I received from Perry Thompson was very ambiguous — to me at least — relating to this issue.
Also from what I read, there were complaints about the quarry that were never resolved by the county so far as I can see-correct me if I am wrong.
Also, how do we know it is TEMPORARY? Where is that in the document?
If there are violations, WHO is going to enforce them?
I am not against progress, but in the proper place please.
