The Plumas County Board of Supervisors will hold a Public Hearing on:

Public Hearing – Application from Seneca Healthcare District (applicant/owner) for a General Plan Amendment and Zone Change (GPA 8-21/22-01) from the existing land use designations of Resort and Recreation, Rural Residential, Single-Family Residential, Multiple-Family Residential, and Commercial and from the existing zoning districts of Single-Family Residential (7-R), Multiple-Family Residential (M-R), Periphery Commercial (C-2), Recreation Open Space (Rec-OS), Rural (R-10), Prime Recreation (Rec-P), and Limited Combining (Ltd) to the land use designations of Commercial and Multiple-Family Residential and zoning districts of Periphery Commercial (C-2), Multiple-Family Residential (M-R), and Limited Combining (Ltd).
The project is located at 199 Reynolds Road, Chester, unincorporated Plumas County, CA; Assessor’s Parcel Numbers 100-230-028-000 and 100-230-029-000; Township 28 North, Range 7 East, Section 6 and 7, MDM and is within the Town of Chester (Plumas County 2035 General Plan).
A Mitigated Negative Declaration (State Clearinghouse Number 2023030234) has been prepared for this project by the California Environmental Quality Act (CEQA), Lead Agency, Seneca Healthcare District, and was circulated for public review from March 7, 2023, through April 6, 2023. No comment letters were received from members of the public or private organizations, and a single comment letter was received from a public agency, submitted by the California Department of Transportation (Caltrans), District 2. Environmental considerations related to GPA 8-21/22-01 will be addressed with Plumas County acting as a Responsible Agency under the requirements of CEQA whereby the County independently reviewed the Mitigated Negative Declaration and assigned No. 685 for the purposes of County processing and procedures.
On May 18, 2023, the Plumas County Planning Commission approved Resolution Number P.C. 2023-2 making a written recommendation to the Board of Supervisors pursuant to Plumas County Code Sections 2-2.107, 2-2.108, 9-2.905, and 9-2.906 to adopt Mitigated Negative Declaration 685 finding the approval of GPA 8-21/22-01 would not have a significant impact on the environment and approve the proposed General Plan Amendment and Zone Change.
All interested people are welcome to attend the above hearing and will be given an opportunity to address the Board of Supervisors. If you challenge the above project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing. I would suggest, that along with parcel numbers supplied to identify the subject property under consideration for review, that you provide a parcel map of the property which also shows the actual physical location in the town it is in. That would make it more convenient for the public to be able to relate to where you are describing changes to zoning be made. You need to remember, the public doesn’t always have the resources to make decisions the Board of Supervisors does, and it is absolutely their job to make sure we do so we can form educated decisions/opinions.
