Notice is hereby given that sealed proposals or bids will be received by the staff of the City of Portola, at City Hall, 3rd Ave, P.O. Box 1225 Portola, CA 96122, up to 2 o’clock p.m., August 8, 2022 for RECONSTRUCTING A PORTION OF JOY WAY WITHIN THE CITY OF PORTOLA, PLUMAS COUNTY BETWEEN WEST STREET AND 220’ EAST OF BECKWITH STREET PROJECT, in accordance with Plans and Specifications on file for said work at the office of the project engineer, at which time they will be publicly opened and read at the same address.
General work description: Remove and Reconstruct Joy Way roadway with HMA over AB. Remove and construct new concrete sidewalk, curb ramps, retaining wall and pedestrian cross walks. Relocate/construct water services, sewer facilities and drainage facilities as noted on the plans.
Project plans, special provisions, and proposal forms for bidding this project can be obtained via the City’s website @ http://www.ci.portola.ca.us/public-documents.html. Bidders must carefully examine the bid document and any addenda that may be posted on the City’s website and seek clarification of any ambiguity, conflict, omission, or error in writing prior to the due date and time for questions specified. Addendums, if any, will be posted to the website. No other contact will be made by the City to bidders regarding addenda to the bid. It shall be the bidder’s sole responsibility to check the City’s website to determine if any addenda have been posted prior to the bid due date and time.
Standard Specifications and Standard Plans are available through the State of California, Department of Transportation web site @ https://dot.ca.gov/programs/design/ccsstandard-plans-and-standard-specifications.
Proposal forms for this work are included herein in the bid documents. It is not necessary to submit the entire set of specifications with your bid. Your proposal shall be submitted in a sealed envelope plainly marked on the outside with project name, project number, bid opening date, and time of bid opening.
A bidder’s checklist has been provided to assist bidders in completing the bid documents to avoid potentially non-responsive bids; however, the checklist may not completely address all requirements of the bid invitation. Independent verification of required bid documents is the bidder’s sole responsibility.
A PRE-BID MEETING WILL BE HELD ON JULY 29, 2022, 2:00 O’CLOCK P.M. CITY HALL, 3RD AVE AND SOUTH GULLING STREET. THE PRE-BID MEETING WILL INCLUDE A TOUR OF THE JOB SITE. THIS MEETING IS NOT MANDATORY.
At the time this contract is awarded, the Contractor shall possess either a Class A license or a combination of Class C-12 and C-32 licenses which constitutes a majority of the work and in good standing. The Contractor must also be properly licensed at the time the bid is submitted, except that on a joint venture bid a joint venture license may be obtained by a combination of licenses after bid opening but before award in conformance with Business and Professions Code, Section 7029.1.
Bids are required for the entire work described herein.
Bids must be on a unit price basis. Submit your bid with bidder’s security equal to at least 10 percent of the bid.
The estimated cost of the project is $3,016,300
This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.
Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.

The successful bidder shall furnish a payment bond and a performance bond.
Prevailing wages are required on this Contract. The Director of the California Department of Industrial Relations (DIR) determines the general prevailing wage rates. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in Plumas County have been determined by the Director of the California District of Industrial Relations. Obtain the wage rates at the DIR Web site, http://www.dir.ca.gov, or from the Department’s Labor Compliance Office of the district in which the work is located. The Department has made available Notices of Suspension and Proposed Debarment from the Federal Highway Administration. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
