Plumas County Civil Grand Jury releases report – focus on pay, public safety

The 2022-2023 Plumas County Civil Grand Jury has issued its annual report. Printed copies of the document will be available soon, but it is posted here in its entirety for the public to read. It is also posted on the county’s website.

The civil grand jury serves for one year, with a new set of jurors set to take over next week. However, several members of this grand jury have volunteered to serve another term so that they can continue the work that they have been doing. The civil grand jury is a government oversight panel of volunteers who make findings and recommendations based on its investigations.

This year’s grand jury focused on the lack of transparency surrounding department head pay adjustments; the stalled implementation of the county’s financial system; deferred holiday pay policy not being followed; control of the board of supervisors’ agenda; and lack of support for public safety.

The report makes findings and recommendations based on these investigations and the Board of Supervisors and County Administrative Officer have 90 days to respond.

  • If Plumas News can post a copy of the 2022-2023 Grand Jury Report, why isn’t a PDF of said report available on the County website as of today.

    • They are on the County Website, click on the GOVERNMENT Tab and then go to GRAND JURY and all the reports are there.
      Grand Jury Reports
      Each year, the Grand Jury issues one or more written reports, setting forth the results of its completed investigations, with findings and recommendations. These reports are published in the local newspaper and on the County’s website. Under California statute, relevant elected officials and governing bodies (such as the Board of Supervisors) must formally respond to each such report.       • Just another article that will be ignored by the BOS. Someone talks about low pay and HR just ignores it. We have 5 employees and need 15. No one applies for the low paying jobs. No incentive to come to work for minimum wage when they have put 4 years and student loans for their education. County is willing to pay $16.00 an hour for these jobs. HR and BOS need to be working for minimum wage and then see if they can live with these wages.
