NOTICE OF PUBLIC HEARING TO CONSIDER ADOPTION OF AN AMENDMENT TO THE WATER QUALITY CONTROL PLAN FOR THE LAHONTAN REGION TO REMOVE THE REGIONWIDE BACTERIA WATER QUALITY OBJECTIVE AND INSERT DISCUSSION OF THE REC-1 BACTERIA PROVISIONS

NOTICE IS HEREBY GIVEN that the Lahontan Regional Water Quality Control Board (Lahontan Water Board) will hold a public hearing and consider adoption of an amendment to the Water Quality Control Plan for the Lahontan Region (Basin Plan) to remove the narrative coliform objective and the numeric fecal bacteria water quality objectives in Chapter 3 and 5, and other associated revisions in Chapters 3, 4, and 5 of the Basin Plan. The proposed Basin Plan amendment (BPA) includes language discussing the already effective statewide bacteria water quality objectives for REC-1 and statewide Bacteria Provisions.

The Basin Plan identifies beneficial uses of surface and ground waters, establishes water quality standards for protecting the beneficial uses, and describes implementation programs for achieving water quality standards. The changes proposed have completed the required analysis and public review under the California Environmental Quality Act (CEQA).

INFORMATION ABOUT THE PUBLIC HEARING

The Lahontan Water Board will hold a public hearing and consider adoption of the proposed Bacteria Water Quality Objectives BPA as follows:

The public hearing is scheduled to take place in-person and via video and teleconference. Any person wishing to obtain information about changes to the date, time, location, or format of the meeting should visit the Board’s website at: https://www.waterboards.ca.gov/lahontan/board_info/agenda/2023_schedule.html

The final Board meeting agenda will be available on that website at least 10 days prior to the meeting. The agenda will provide the location and format of the meeting, and the anticipated order of all agenda items, however, the Board may consider agenda items out of their listed order.

The written comment period for the Draft Bacteria Water Quality Objectives BPA closed on May 3, 2022. The Staff Report, Substitute Environmental Documentation, and proposed BPA language will be available at the following web address no less than 30 days prior to the hearing:

NOTICE IS ADDITIONALLY HEREBY GIVEN that the Lahontan Water Board is proposing to adopt the Bacteria Water Quality Objectives BPA in accordance with a regulatory program exempt under section 21080.5 of the Public Resources Code from the requirement to prepare an environmental impact report under the California Environmental Quality Act (Public Resources Code Section 21000 et seq.) and with other applicable laws and regulations. This Notice of Filing is submitted under California Code of Regulations, title 23, section 3779.
