Provisional Appointment
Due to the term expiration of one member of the Board of Trustees of the Johnstonville Elementary School District, the Board voted at its September 13, 2018 meeting to call for a provisional appointment to fill the vacated seat. Community members wishing to be considered for a provisional appointment must:
- Be a resident of the school district listed above.
- Complete a questionnaire, which may be obtained by contacting Rhonda Lavacot, Johnstonville Elementary School District, Susanville, California, 96130, (530) 257-2471 or visit our website www.johnstonville.org to access the information. Completed questionnaires must be submitted to the Johnstonville Elementary School Office.
Applications from candidates meeting the above qualifications will be reviewed by the Johnstonville Elementary School District Board of Trustees, and the Board may fill the vacancy at the next scheduled meeting of the Board. Unless a petition calling for a special election, containing a sufficient number of signatures, is filed in the Lassen County Office of Education within 30 days following a provisional appointment, the appointment shall become effective. The appointee shall hold office until the next regularly-scheduled board member election, which will be in November 2020.

Notice for Opportunity to Comment
The Eagle Lake Ranger District of the Lassen National Forest has prepared an Environmental Assessment (EA) for the Whaleback Fire Salvage Project (Whaleback Project) to present the environmental consequences of two alternatives analyzed in detail, including no action. A comment period is being provided for this EA pursuant to the Notice, Comment, and Objection Procedures of the Code of Federal Regulations (CFR) (36 CFR §218.22) and is intended to provide those interested in or affected by this action an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
From July 27 to August 8, 2018, the Whaleback Fire burned approximately 18,749 acres of grass, brush and trees on Forest Service-managed (18,182 acres) and private (567 acre) lands. The Whaleback Project is located approximately 20 miles northwest of Susanville, California, and southwest of the community of Spalding. It includes Township (T) 33 North (N), Range (R) 10 East (E), Sections 32-34; T32N, R10E, Sections 2-5, 8-10, 15-22, 27, and 28 of the Mount Diablo Base Meridian in Lassen County, California. This project has been designed to reduce safety hazards caused by the Whaleback Fire along county and Forest Service roads as well as in treatment areas; recover the economic value of fire-killed and damaged trees; reduce future fuel loads; adequately prepare sites for conifer regeneration; accelerate forest habitat development in suitable portions of the landscape; restore and maintain function of aspen; provide a stable and cost-efficient road system; and create new or enhance and restore extisting water sources for wildlife within the fire perimeter.
The Forest Service is proposing to treat a total of 4,677 acres that experienced primarily moderate to high severity burn effects on National Forest System Lands. Proposed activities include: 1) salvage harvest fire killed and fire injured trees (including biomass removal) – 2,865 acres; 2) hazard tree removal along Forest Service Roads and Lassen County Road A1 – 37 miles/up to 1,750 acres; 3) hand and mechanical fuels treatments for non-merchantable material; 4) reforestation using: hand planting – 3,906 acres, and natural regeneration – 771 acres; 5) aspen treatments – 62 acres; 6) transportation system management; and 7) replacement of wildlife water sources. How to Comment and Timeframe: Written, facsimile, hand-delivered, and electronic comments concerning this action will be accepted for 30 calendar days following publication of the legal notice in the Lassen County Times. The publication date of the legal notice in the newspaper of record is the exclusive means for calculating the comment period for this proposal. Those wishing to comment should not rely upon dates or timeframe information provided by any other source (36 CFR 218.24(c)(2)). It is the responsibility of all individuals and organizations to ensure that their comments are received in a timely manner. Extensions to the length of comment period cannot be granted (36 CFR §218.25(a)(iv)). Individuals and organizations wishing to be eligible to object must meet the information requirements of 36 CFR §218.25(a), including specific written comments as defined in §218.2 regarding the proposed project, along with supporting reasons (§218.25 (a)(3)(iii)). The commenter is responsible to provide the literature cited in their comment, as well as the full citation and explanation of how each piece of literature cited applies to the proposed action. Each individual or representative from each entity submitting timely and specific written comments regarding this project must either sign the comments or verify identity upon request (§218.24(b)(8)). A Petition For Probate has been filed by: Eugene Landa in the Superior Court of California, County of Lassen.
THE PETITION FOR PROBATE requests that: Eugene Landa be appointed as personal representative to administer the estate of the decedent.
THE PETITION requests the decedent’s wills and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court.
THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. PROVISION OF BEHAVIORAL HEALTH WELLNESS SUPPORT SERVICES
The Health and Social Services Administration Department announces its intent to contract for the provision of Behavioral Health Wellness Support Services.
The purpose of the Request for Proposal is to solicit proposals from qualified individuals or organizations specializing in providing culturally and community based wellness support services designed to promote emotional recovery and wellness and to reduce the occurrence of and the stigma associated with mental illness and substance use disorders.
Proposal forms are available at the Department of Health and Social Services, 336 Alexander Avenue, Susanville, CA 96130 or phone Program Manager, Cynthia Raschein at (530) 251-8260, between the hours of 7:00 a.m. and 4:00 p.m. Monday through Friday, to request forms by mail.
Sealed proposals must be submitted to the Lassen County Health and Social Services Administrative Office, Lassen County RFP No. HSS-2019-01, attention Cynthia Raschein, 336 Alexander Avenue, Susanville, CA 96130, by mail or in person until 4:30 p.m. Thursday, March 21, 2019.
