To Adopt a Mitigated Negative Declaration

Notice is hereby given that the Herlong Public Utility Department (HPUD) intends to adopt a Mitigated Negative Declaration for the project described below.

Project Description:

Plumas-Sierra Rural Electric Cooperative (PSREC) intends to develop a Community Solar Program which would be designed to offer PSREC members the opportunity to purchase energy from utility owned photovoltaic (PV) solar generation facilities located within the PSREC service territory.

PSREC has proposed a joint land use agreement with the HPUD for use of a 12-acre site located at HPUD’s Water Reclamation and Disposition Facility in Herlong, Lassen County, CA. PSREC will design and construct a 500kWac (with future expansion) ground mounted PV system at this site which can interconnect at a voltage of 480Y/277. Initial system land requirements will be approximately 3 acres with the option for expansion as the need arises. Site disturbance is expected to be the entire footprint to allow for construction activities.

SUBMISSION OF ARGUMENTS FOR OR AGAINST MEASURE M – CANNABIS BUSINESS TAX

NOTICE IS HEREBY GIVEN, by the County Clerk of Lassen County, State of California, that at the Statewide General Election to be held on Tuesday, November 6, 2018, the following measure will be submitted to the voters of Lassen County: MEASURE M

“Shall an ordinance be adopted imposing a Cannabis Business Tax of up to $3.00 per square foot of canopy space, per year for cultivators, and up to 8% on gross receipts of all other cannabis businesses operating in the unincorporated areas of Lassen County, with funds staying in the County general fund for unrestricted general revenue purposes?” Yes ____ No

Arguments FOR or AGAINST this measure should be submitted to the County Clerk’s Office in the Historic Courthouse at 220 S. Lassen St. Suite 5, Susanville, California 96130, not later than 5:00 p.m., Friday, August 16, 2018, which has been determined by the County Clerk to be a reasonable date based upon the time necessary to prepare, print and distribute the arguments to the voters as provided by law.  Arguments shall not exceed 300 words in length and shall be titled either “Argument in Favor of Measure M” or “Argument Against Measure M”. Arguments may be submitted by the Governing Board of the district or any member or members of the governing board authorized by the board, any individual voter who is eligible to vote on the measure; any bona fide association of citizens, or any combination of these voters and associations.

No argument will be accepted unless it is signed by the person or persons submitting it, or, if submitted on behalf of an organization, the name of the organization and the name of at least one of its principal officers.  No more than five signatures shall appear with any argument. If there are more than five signatures only the first five will be printed.  Arguments shall be typed in paragraph form and shall be submitted electronically along with the hard copy.  Arguments must be accompanied by the following form statement (on a separate sheet), to be signed by each author or proponent of the argument:

NOTICE IS ALSO HEREBY GIVEN that if more than one argument FOR or more than one argument AGAINST the Measure is submitted, the County Clerk will select the argument FOR and the argument AGAINST, according to law.
