The Lassen Transit Service Agency (LTSA) is now accepting proposals for the purchase and installation of an On-Board Video Surveillance System on the Lassen Rural Bus fleet.

The Lassen County Hearing Officer, appointed by the Board of Supervisors for the abatement of civil nuisances under County Code Chapter 1.18 et seq, solicits the aid of public agencies and the general public in consideration of the following item:

NOTICE OF INTENT TO ADOPT AN INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION FOR THE BIEBER FIRE STATION AND HELITACK BASE RELOCATION PROJECT
The California Department of Forestry and Fire Protection (CAL FIRE) is the Lead Agency for the proposed Butte Fire Station and Unit Headquarters Replacement Project (Proposed Project). CAL FIRE has directed the preparation of an Initial Study and Mitigated Negative Declaration (IS/MND) in compliance with the California Environmental Quality Act (CEQA). The purpose of an IS/MND is to provide decision makers, public agencies, and the general public with an objective and informative document that facilitates a basic understanding of the Proposed Project and fully discloses the potential environmental effects associated with the Proposed Project, including direct, indirect, and cumulative environmental effects. CAL FIRE will use the IS/MND to obtain permits, agreements, and approvals from necessary agencies to implement the project.
Project Location: The Proposed Project is located approximately eight miles east of Bieber on Susanville Road, in Lassen County, California within Assessor Parcel Number (APN) 003-100-49-11.
Project Description: The Proposed Project would involve the relocation and replacement of the existing Bieber Fire Station and Helitack Base located at 510 Bridge Street, Bieber, California. The project involves design and construction of a new fire station and helitack base complex on an 80-acre site. The facility would include the following new single-story buildings: (1) 36-bed barracks/mess hall, resource management office building and 3 bay apparatus; (1) training tower apparatus; (1) helicopter hanger; (2) helicopter pads; (1) 4-bay garage building; (1) dozer/transport building; and (1) generator /pump/storage building.
Potentially Significant Environmental Impacts: Potentially significant impacts to biological resources, cultural resources, geology and soils, paleontological resources, and tribal cultural resources were identified in the Initial Study. All impacts would be reduced to a less-than-significant level with the incorporation of mitigation measures.
Public Review Period:ย In compliance with CEQA, CAL FIRE has established a 30-day public review period beginning November 7, 2017 and ending on December 6, 2017 to solicit comments and input on the Draft IS/MND.
To ensure that all environmental issues are fully identified and adequately addressed, written comments are invited from all interested parties. Written comments regarding the scope and content of information in the Draft IS/MND should be submitted no later than 5:00 pm on December 6, 2017 to:
