Request for Proposal – Emergency Operations Plan

The County of Lassen is soliciting proposals from firms/individuals interested in updating and revising the Lassen Operational Area Emergency Operations Plan.

It is the responsibility of the Lassen County Disaster Council to maintain an emergency operations plan that is a comprehensive document that City/County staff, public safety personnel, and public service personnel can utilize as a guide in providing critical services during time of emergency. Such a plan needs to comply with applicable state and federal standards of the Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS), and the National Response Framework (NRF). In addition to the plan, the proposal shall include training and exercise components to educate responsible persons on their role in the plan and to test the plan.

The plan which is proposed, being contracted for by the County of Lassen, will be reviewed in draft and final form, and is subject to acceptance by, the Lassen County Disaster Council, County of Lassen Emergency Services Staff, the City of Susanville, and CalOES. The plan which is ultimately adopted will be consistent with California Office of Emergency Services (CalOES) standards, using an integrated regional approach that reflects available local resources.

Proposal instruction/specification packets are available for pickup at the Lassen County Administrative Office at 221 South Roop St., Ste. 4, Susanville, CA 96130 or via email from Regina Schaap at [email protected] or by calling 530-251-8333.

Proposals must be signed and submitted in a sealed package that is clearly marked, with the name and address of the proposing firm and “Proposal – Emergency Operations Plan” and delivered by 4:00 pm on March 9, 2017 to: County of Lassen, Attn: Regina Schaap, 221 S Roop St, Ste. 4, Susanville, CA 96130.

Opportunity to Comment on the Rocks Restoration Project

The Almanor Ranger District of the Lassen National Forest is initiating scoping for the Rocks Restoration Project. The proposed project consists of fuels reduction, forest thinning, reforestation, and aspen and meadow enhancement treatments in the area affected by the Storrie fire (2000) and the Chips fire (2012). The goal of the Rocks project is to trend the area toward a mosaic of healthy, diverse vegetation including forested landscapes, meadows, and aspen stands, and to provide safe areas for effective fire operations.

The proposed Rocks project is located approximately 15 miles south-southwest of Chester, California in parts of Plumas and Butte counties. The project area is approximately 6,035 acres, with treatments proposed on 1,438 acres, located in Sections 25, 26, 35 and 36, Township 26 North, Range 6 East, and Sections 25, 26, 35 and 36 Township 26 North, Range5 East, Mount Diablo Meridian.

The Almanor Ranger District is inviting your comments concerning this proposal. If you would like to submit comments please provide specific facts that you believe should be considered during the evaluation process. Pursuant to 36 CFR 218.25, comments will be accepted for 30 days beginning on the first day after the date of publication of the legal notice in the newspaper of record, Lassen County Times. If the comment period ends on a Saturday, Sunday, or Federal Holiday comments will be accepted until the next federal working day.

THE LAFCO COMMISSION

Due to expiring terms of office the Lassen Local Agency Formation Commission (LAFCo) has openings for Lassen County residents to serve as either a Public Member or Public Member Alternate. LAFCo is an agency created by state legislation to ensure that changes in governmental organization occur in a manner, which promotes efficient, quality services and preserves open space and agricultural land resources. LAFCo is charged with applying the policies and provisions of the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 in its decisions regarding annexations, incorporations, reorganizations, and other changes of local government. LAFCo normally meets every other month at the Lassen County Board of Supervisor’s chambers in Susanville, California.

This appointments are for both a Public Member and Public Member Alternate who reside anywhere within Lassen County including the territory in the city limits of Susanville for a term ending in May 2021. NOTICE IS HEREBY GIVEN That on Tuesday, March 14, 2017, at 10:00 a.m., in the Lassen County Board of Supervisors Chambers, 707 Nevada Street, Susanville, the Board of Supervisors will conduct a public hearing to receive comments as to whether the Board of Supervisors should be the Groundwater Sustainability Agency (GSA) for the Lassen County portion of the Big Valley Groundwater Basin. At this hearing, the Board will consider adopting a resolution directing County staff to submit a Notice of Intent to the California Department of Water Resources stating that the Board of Supervisors will be the Groundwater Sustainability Agency for the Big Valley Groundwater Basin (GSA). Lassen County is qualified to become the GSA by statute, and has a long history of managing groundwater resources throughout the County. The Big Valley Groundwater Basin is located in northwestern Lassen County and extends into Modoc County.

The Sustainable Groundwater Management Act (SGMA) became effective on January 1, 2015, and established a new structure for managing California’s groundwater resources at a local level. The SGMA mandates that all medium and high priority groundwater basins identified in Bulletin 118 be managed by a GSA by June 30, 2017. Each GSA will then develop a Groundwater Sustainability Plan (GSP) by January 30, 2022, which will include plan components to assist the GSA in achieving groundwater sustainability within 20 years of GSP adoption.
