Notice is hereby given that Plumas County Behavioral Health MHSA Program is opening a 30-day public comment period from August 1 through September 5, 2018, and the Plumas County Behavioral Health Commission will hold a public hearing to receive public comment and written stakeholder feedback, on the draft Mental Health Services Act (MHSA) Reversion Plan Update to the Program and Expenditure Plan, 2017-20, at its regularly scheduled meeting on September 5, 2018, at noon (12:00pm) in the Plumas County Main Library meeting room, 445 Jackson Street, Quincy, California, during the Commission’s regularly scheduled meeting. This plan update concerns the County’s proposed reversion plan as required by Assembly Bill (AB) 114.

PUBLIC NOTICE OF A FORMAL BID FOR CONSTRUCTION OF PLUMAS CHARTER SCHOOL RESOURCE CENTER QUINCY CA

Plumas Charter School Inc. Board of Directors (PCS) is seeking a qualified Design-Build Entity (DBE) to construct its new Resource Center at 129 Kelsey Lane, Quincy, CA 95971. NOTICE IS HERBY GIVEN PCS is soliciting a Request for Proposal (RFP) for a DBE under a Best Value, Guaranteed Maximum Not to Exceed Design-Build procurement method pursuant to California Education Code §17250.10 – §17250.55. This RFP is a single-phase competitive process for PCS’s selection of a DBE to complete design and construction of the Project in two parts: Preconstruction Phase Services and Design/Construct.

The project under this RFP constructs a 14,336-square foot single-story Resource Center on a 5-acre undeveloped parcel. The Resource Center generally consists of a main entry lobby/reception area, breakroom, restrooms, administrative offices, storage and maintenance rooms and ten classrooms. The site improvements generally consist of grading and paving a parking area, connection to an existing PG&E line on site, installation of approximately 2,000′ pressurized effluent line along Quincy Junction Road and a water connection abutting the south west corner of the property.

Latest date and time for submittal of RFP responses is 4:00 pm August 24, 2018.  Any bids received after the due date and time will not be considered and will be returned to the firm. NOTICE TO CONTRACTORS CALLING FOR BIDS

NOTICE IS HEREBY GIVEN that the Plumas Unified School District (“District”), acting by and through its Board of Trustees, hereinafter referred to as the DISTRICT will receive up to, but not later than 2:00 p.m. on Thursday, August 30, 2018, sealed bids for the award of a contract for the Plumas Unified School District (PUSD) Facility Maintenance Projects at Quincy Elementary School – Bid Package PU2018.2.24.A Abatement. Bids shall be received at the Plumas Unified School District office located at 1446 East Main Street, Quincy, CA 95971 and shall be opened and publicly read aloud at the above-stated time and place. Responses must be sealed and clearly marked “Facility Maintenance Projects at Quincy Elementary School- Bid Package PU2018.2.24.A Abatement”. Facsimile copies of the bid will not be accepted.

Each bid must conform and be responsive to this Notice to Contractors, the Information for Bidders, and all other documents comprising the pertinent Contract Documents. The successful bidder shall commence work on or before September 10, 2018. All work shall be completed no later than September 30, 2018. There will be a mandatory pre-bid walk at Quincy Elementary School, 246 Alder St, Quincy, CA, at 3:00 p.m. on Friday, August 24, 2018.

In contracts involving expenditures in excess of $25,000.00, the successful bidder shall file a payment bond issued by an admitted Surety authorized to conduct business in California, in the form set forth in the Contract Documents. A payment bond may be required for contracts involving smaller expenditures at the option of the District.

All forms must be completed, signed, and returned with the bid. The contract award will be based on the lowest responsive and responsible bidder. The lowest bid shall be the lowest total of the bid prices on the base contract. Minority, women, and disabled veteran contractors are encouraged to submit bids.

The contract is for a public work. Contractor and any subcontractor shall pay all workers on the project at least the general prevailing rate of per diem wages as determined by the Director of the Department of Industrial Relations (“DIR”) pursuant to Labor Code section 1770 et seq.  Prevailing wage rates are available from the District or online at: http://www.dir.ca.gov.

No contractor or subcontractor may be listed on a bid proposal or awarded a contract for public work unless currently registered with the DIR pursuant to Labor Code section 1725.5.  This project is subject to compliance monitoring and enforcement by the DIR.

Each bidder shall be a licensed contractor at the time the bid pursuant to the Business and Professions Code and such license(s) shall remain in active and good standing for the duration of the contract. The bidder shall be licensed in one or more the following classifications: IICRC Certification is required for this mold remediation project; CDPH trained and certified to perform the lead abatement work; B-ASB licensure or its equivalent is required to perform the asbestos work on this project. National Forest Timber for Sale

The Plumas National Forest is advertising for the Madora Integrated Resource Timber Contract (IRTC) Stewardship. The Madora IRTC Stewardship Timber Sale is located in all or portions of  T.22N., R.11E., sections 1 and 12,  T.22N., R12E., sections 5, 6, 7, 8, 9, 18 and 19 and T.23N., R12E., sections 30, 31 and 32., M.D.M. Sealed – “Best Value” offers will be received at the Plumas National Forest Supervisor’s Office, 159 Lawrence St. Quincy, CA 95971, on September 17th, 2018, at 10:00 AM local time, for an estimated 9,451 CCF (4.799 MMBF) of sawtimber and 9,437 CCF (25,459 Tons) of Green Biomass Convertible (Grn Bio Cv), marked or otherwise designated for cutting on approximately 853 acres, with one mandatory stewardship project and one optional stewardship project. Stewardship project(s) are: Mandatory Item 001: Chip and Haul Grn Bio Cv., which includes all tops and limbs from sawlogs to appraised location. Optional Item 002: Required re-contouring of excavated bench skid trails if purchaser chooses to construct on an estimated +/- 1 mile of skid trail outside of RCAs/SMZs unless approved by Hydrologist specialist.

The Forest Service will evaluate competitive offers submitted by offerors who present a price offer and technical proposal according to the information found under the section in the offer titled “Instructions to Offerors.” Evaluation factors for this project are organizational experience, organizational past performance, local community economic enhancement (including small business enhancement), understanding the Government’s requirements, and price.
