Sheriff’s Blotter: Aug. 8-15
Information in the Sheriff’s Blotter is gathered from the dispatch logs provided by the Plumas County Sheriff’s Office and compiled by Victoria Metcalf. No individuals’ names are reported. And those arrested should be presumed innocent until proven guilty.
The following is a summary of the week’s activity from Aug. 8 through Aug. 15.
In this report, the terms RP (reporting party), BOLO (be on the lookout) and occasionally HBD (had been drinking) are used.
Arrests
Portola
A deputy reported the arrest of a woman who was charged with parole violation.
Quincy
A deputy reported the arrest of a man who was charged with being intoxicated in public. A businessperson reported that a man law enforcement dealt with earlier in the day, just left and caused problems in the parking lot. The man attempted to buy alcohol, but when the RP refused the man became aggressive. A deputy checked the area and didn’t find the suspect. Then a caller reported the man was inside a store lying down. He was either sleeping or passed out.
A deputy reported the arrest of a woman who was charged with being intoxicated in public. A caller reported that a woman was sitting in a vehicle and causing an argument with other people. She was also trespassed from the evacuation center.
A deputy reported the arrest of a man who was charged with being under the influence of a controlled substance and possession of a controlled substance.
A deputy reported the arrest of three. A man was charged with possession of methamphetamine, and two women were charged with possession of methamphetamines and drug paraphernalia. Their vehicle was towed.
Sattley
A CHP officer reported the arrest of a man on Highway 89 at Mountain Quail who was charged with driving under the influence and having a blood alcohol content of .08 percent or higher.

Thursday, Aug. 13
Vehicle in fire camp
At the fire camp at the fairgrounds in Quincy, it was reported that two teens were going into the fire camp to pick up someone. This was the second night it occurred. They were using the back entrance.
Vandalism reported
In Quincy, a woman was driving mini horses on her street when they were charged by dogs. The dogs belong to an evacuee and the property owner saw the incident and asked the person to leave. The RP thought that her driver window in her truck was broken in retaliation. The RP didn’t want to speak to a deputy but wanted the incident on file in case there are more problems with the dogs.
Fire reported
In Hamilton Branch, a caller reported seeing a tree on fire across from his residence. He had a camera set up. The information was transferred to SIFC.
Welfare check requested
In Chester, a caller reported that he hadn’t spoken to his friend in a week and requested that someone check on him. He was living in his travel trailer and was camping and didn’t evacuate.
Noisy women reported
In Quincy, dispatch received an abandoned 911 call. Then someone requested that a situation be stopped down the street. The RP was watching some children from a residence. The RP said she lives with the ex-boyfriend of one of the women who were approaching from down the street and yelling. A deputy said it was verbal only and explained proper civil procedures.
Revoking pass
In the Greenville area, a deputy reported contacting two men who said they gained access to an evacuated area by another resident. A deputy reported revoking that man’s pass to enter.
Fire reported
Near Virgilia in the Feather River Canyon, an individual at the Pine Air Resort could see fire across from him on the ridge. The information was transferred to the USFS.
Assault reported
In Quincy, an individual in front of the Sheriff’s Office requested contact with a deputy. He said that an assault took place the previous day on Abernethy Lane.
Fire reported
On Butterfly Valley Road and Grays Flats, a caller reported a lightning strike fire; the information was transferred to the USFS.
Another fire reported
At Bucks Lake, a caller reported smoke above the dam. The information was transferred to the USFS.
Burning tree causes concern
In Greenville, a burning tree on some property was causing the RP concern that it might start another fire. It was on the burn side of the railroad tracks. The information was transferred to the USFS.
Another failure to yield reported
On Nelson and North Valley Road near Greenville, the National Guard reported that the driver of a white Nissan Altima ran through a roadblock.
Missing person reported
In the area of Claremont Peak, a deputy checked the area up to the T and was unable to find a victim or his vehicle thought to be in that area. A sergeant checked all the way to the radio tower and was unable to locate an individual reported as missing. A deputy also attempted to contact the individual and got no answer. A voicemail was left for the man. It was then determined the phone was off or dead. A man reported that he received a call at 3 a.m. from the victim saying he was at the Claremont Peak Radio Tower. Later, a caller said another man was with him. Apparently when they were driving during the night their vehicle hit a rock and broke down. The victim walked down the road for help while another one slept in the vehicle.
Theft reported
In Quincy, an officer with the USFS at the security camp end of the fairgrounds requested a report concerning personal items stolen out of a sleeping area.
Wednesday, Aug. 11
Problems with neighbors
In Taylorsville, an RP was taking care of a residence while the resident was evacuated. Apparently the neighbors were stealing water and running things off the generator at the residence. The RP was fearful to continue to care for the place. The RP said there were several men living in the next-door house since the roadways opened. The RP thought she knows who owns the property and that there’s a marijuana grow on the property as well. The RP is afraid of retaliation from the large men. A deputy attempted to contact the RP.
Just helping out
In Beckwourth, a caller said he was concerned about a woman in a trailer park. He hadn’t seen her around, but her car was there. He was leaving food in front of her door for her, but it wasn’t being eaten. A deputy said he saw her driving around Portola that same day and was fine.
Possible structure fire
In Quincy, a caller reported a possible structure fire. The caller said he or she had second-hand information who received the message via social media. There were two juveniles in the residence. Quincy Fire Department responded with Meadow Valley lending mutual aid . The USFS was also responding. With the USFS on scene, they reported there was no fire and other units could cancel. Someone said it was a miscommunication with family members.
Assistance requested
In Crescent Mills, a caller said her father asked her to help in locating her brother. He might have been hospitalized or gone to another facility, but it was unknown what had happened to him.
Man trespassing
In Quincy, a caller said a someone was on his property trying to move a vehicle. A deputy said the man was given a trespass warning. Both parties agreed to keep the peace.
Fire reported
In Quincy, a caller reported seeing flames and smoke at the waste management site. Quincy Fire Department responded. Someone else said they could see a building on fire. The fire was put out.
Another failure to yield
Someone from the National Guard reported a failure to yield at the North Valley Road near Greenville. A BOLO was given out and the vehicle was located. The National Guard reported that the BOLO could be canceled. The vehicle belonged to a local firefighter.
Tuesday, Aug. 10
Welfare check requested
On North Valley Road near Greenville, an RP was unable to contact three elderly people and hadn’t heard from them. A deputy checked the residence, and no one was home.
Welfare check wanted
In the Greenville area, an RP was unable to contact his brother, A phone number came back to the brother but there was no further information.
Assault reported
At the Graeagle Mill Pond, a caller reported that her daughter was causing a disturbance. A sergeant spoke to the RP.
Missing person reported
At the Sierra Hot Springs near Sierraville, an RP reported that his brother was missing. He went hiking hear the Hot Springs hadn’t returned. He should have been back by July 23. He said he spoke to people in Sierra County and was told to contact Plumas. The information was transferred back to Sierra County Sheriff’s Office to call the RP.
Welfare check on friend
In Greenville, a caller thought a friend evacuated but she couldn’t reach him. He wasn’t at the Quincy Evacuation Center. A deputy reported that the residence was burned.
CPS requested
In Portola, child protective services reported that a woman requested assistance because she was unable to care for her young son. CPS took possession of the child.
Causing problems
In Taylorsville, someone reported that a man was creating a disturbance with himself and passersby. It was reported that the man went inside and settled down.
Welfare check requested
On North Valley Road near Greenville, a caller asked for a welfare check on an elderly woman. The RP hadn’t been able to contact her for two or three days.
Disturbance reported
At a checkpoint near Quincy, a deputy reported that a woman was demanding to go past the roadblock. A deputy was requested. She agreed to go home.
Shining light on an issue
In Quincy, a civil issue was reported when someone violated a restraining order. There was an ongoing issue with a flood light shining into a residence from a neighbor across the street, A deputy contacted the RP who didn’t want the other person contacted that night. A deputy did see a strobe light on the suspect’s property that appeared to be pointing toward the RP’s residence. The deputy was unable to learn if there was a restraining order at that time.
Vandalism reported
In Portola, vandalism to a vehicle windows just occurred and was reported. The RP didn’t know if the suspect was still in the area. She thought she knew the name of the suspect.
Fireworks set off
In Portola, a caller said that someone set off multiple fireworks. It was possibly a man living near the occurrence. A deputy was unable to locate anything.
Citation issued
In Quincy, a businessperson reported that a man was behind the store digging through store property. For an unexplained reason that suspect was taken to the hospital. He was cited and charged with possession of drug paraphernalia, vandalism and being under the influence of a controlled substance.
Someone in need of help
On Highway 89 and Wolf Creek Road in Greenville, someone with a National Guard unit at the road closure could hear someone yelling for help. An officer from Sacramento County and a local deputy were enroute. The deputy was unable to find anyone in need.
Suspicious incident reported
In the Lake Almanor Peninsula a person reported that a security camera caught two people possibly entering a home during the night. The RP could hear two male voices but couldn’t see who it was. The RP didn’t know if it was fire personnel or someone else. The RP asked for a check of the residence to make sure it was secure, A deputy reported that the residence was checked and there was no sign of entry,
Personal check requested
In the Genesee and Indian Creek Road area, two caretakers requested a check on an older woman who lived in the area. A sergeant contacted everyone and learned that the area was not under mandatory evacuation yet but if it occurred the woman would need medical help getting out.
Incident reported at tracks
At Highway A23 in the Beckwourth area, a caller reported that her son was just in a vehicle accident somewhere near Highway 49 at the Beckwourth Bridge where the railroad tracks cross. The information was transferred to the CHP. Sierra Valley Fire Department and an ambulance were paged. The CHP reported they received a call of a hazard at the railroad tracks on Highway A23. It was possibly the same incident. A deputy reported from the scene there was no traffic collision, but it was a railroad hazard. A large piece of metal was sticking up. The CHP contacted Union Pacific Railroad. All response was cancel and the CHP was to handle the incident.
Wrong number
In the Lake Almanor area, a caller used 911 to find out road conditions. The RP was told the road was closed and that 911 was not a proper outlet for that information.
Suspicious activities reported
On the Lower Williams Valley Road near Greenville, an RP recorded a call from a neighbor who said there were people on his property. They seemed to be with an older Ford pickup. The RP would supply the neighbor with more information. A deputy called the homeowner and learned that the pickup left. The deputy was going to BOLO for it.
Sunday, Aug. 8
Sheep alert
On Highway 89 and Stampfli Lane, it was reported that sheep were running in the roadway, the information was transferred to the CHP.
Theft reported
In Portola, a caller reported theft from a vehicle during the early morning, Keys and jewelry were listed.
Welfare check requested
In the West Shore Lake Almanor area, a caller wanted a welfare check on her disabled niece. She hadn’t spoken to her since the evacuations.
Hazard reported
In the area of South Main and Hideaway Road in Greenville, the Folsom Police Department reported that power line were about 3 to 4 feet off the ground across the roadway. The CHP said they would handle it.
Abandoned trailer creates issues
In Portola, a caller reported some abandoned trailer full of trash was across from his residence. The RP said it wasn’t in the roadway, but the neighborhood dog and bears have been getting into the trash. The information was transferred to the city of Portola. A deputy contacted someone who agreed to have the trash picked up and the trailer removed the following day.
Fires reported
In the Lassen Meadows Ranch near Chester, a caller requested extra help with spot fires at his ranch. The RP has help from the USFS and CalFire, but the units left the area. The information was transferred to the USFS.
Theft reported
In Portola, a caller reported a theft at the park. The RP was camping at the park because he’s homeless and his tent and clothes are gone. A deputy said there was no theft; it was a misunderstanding about the property.
Fire reported
In the Twain area and Highway 70, a caller with the media reported spot fires of six or seven trees on the railroad side of the road. The information was transferred to the USFS.
Blew through roadblock
Near Crescent Mills, someone from a National Guard unit said that the driver of a white Chevy pickup blew through the roadblock. The RP said the suspect yelled profanities and was HBD. The information was transferred to the CHP with a deputy for backup. A deputy said the man wasn’t HBD but was trying to get supplies to his home in the evacuation zone. The suspect was counseled, and future problems would result in citations.
Tree on fire
Someone reported that about a quarter of a mile up Butterfly Valley Road on the right side of the road a tree was on fire. The information was transferred to the USFS.
Another tree in flames
Past the camp on Oakland Camp Road near Quincy, it was reported that a tree was on fire. The information was transferred to the USFS.
Baby bear found
In Portola, a caller reported that a baby bear was in the backyard with no mom around. It seemed lost. The information was transferred to fish and wildlife.
Saturday, Aug. 7
BOLO requested
Near Greenville, the CHP reported a BOLO for a subject attempting to get through roadblocks. The BOLO was given to all North units. The man was driving a pickup with a lumber rack.
Loose on Highway 89
North of Crescent Mills, it was reported that a llama was on the loose in the Pioneer subdivision. The information was transferred to the CHP.
Missing person reported
In the Whitehawk Ranch area near Clio, a caller reported that a woman was enroute to a cabin near Whitehawk from Portola. She was traveling with her son in a Subaru and a woman. They were last seen the previous day. Her cell phone pings to Kings Beach, A deputy attempted to contact the sister at that location and Placer County was responding to the location. They would call back when a welfare check was done on the individual.
Suspicious situation
In Portola on Commercial and Gulling streets someone reported that kids were shooting air soft guns at a building when someone saw a small shatter in the window indicating a BB hole. It was associated with a red four-door car with two men and a woman inside. It was last seen headed over the bridge toward the river. Someone saw a hand pop out of the right side of the vehicle’s window with what looked like a small black handgun that made a poof sound. The deputy contacted the RP. The deputy sent out a BOLO on the vehicle.
Welfare check requested
An RP said she hadn’t heard from her daughter from North Valley Road near Greenville. The daughter moved to Greenville following the Camp Fire in Paradise. No current information was available.
Welfare check information
An RP calling from Illinois reported that her sister appeared to be unaccounted for. She had medical issues and was probably still at home. A deputy and a sergeant contacted the individual at her residence.
Kids being kids
In Quincy, a mom reported that her daughter was being harassed by a neighbor boy.
Welfare request
In Greenville, an RP wanted information about an elderly Greenville resident. She last heard from the man in late July and he has no cell phone. His older Jeep wasn’t in the driveway when the RP’s husband drove by the resident with a firefighter the previous day. The house on Wolf Creek Road was still standing. The RP said it was normal not to hear from the man. The man was located and was staying near Quincy.
Another welfare request
A caller requested a welfare check on her friend at tom Taylor Trailer Park in Greenville. The RP was unsure if he evacuated.
Disturbance reported
In Delleker, a caller reported he was in an argument with his parents and they locked him out of the house. No weapons were reported.
Injured horses reported
On North Valley Road near Greenville, it was reported that there were injured horses there with lacerations. Someone contacted the owner who said she was aware of it and was treating them.
Fire camp report
At the fire camp at the fairgrounds in Quincy, a caller who was with security for the camp, reported receiving secondhand information of possible suspicious activities at Pioneer Park. A deputy was unable to locate anything.
Weapon wanted
In the West Shore Lake Almanor area, an RP reported that his home was damaged by the Dixie Fire and there were firearms in the house. A deputy said the RP was reporting an air soft pellet gun.
Roadblock ran
On Highways 89 and 70, the CHP reported that a vehicle ran the roadblock. The driver was a man with a ponytail possibly heading to Indian Falls. Later, the CHP reported being out with the man. A sergeant reported they checked the area and found the vehicle, but the driver was gone. Officer safety was noted.
Another driver runs roadblock
On Highway 89 at Arlington Road near Taylorsville T, an RP said the driver of a black Toyota Corolla ran the roadblock enroute to Greenville. A BOLO was put out but then the driver left the area, and the BOLO was canceled.
Can’t leave
In Chester, a caller reported that a vehicle was stuck in Chester and the driver had no way to get out. The RP said she didn’t have enough gas in her car to get out and was out of food. The victim is a store manager and had her son and two dogs with her. A deputy left a message.
Juveniles after a bear
In Portola, a caller reported that three juveniles were chasing a bear around the KS Mart parking lot. The information was transferred to the CHP. The CHP had a unit in Beckwourth. The CHP couldn’t locate the juveniles or the bear.
Friday, Aug. 6
Lines down
In the Chester area, a caller reported that the phone lines were down in the town of Chester.
Welfare check requested
In Quincy, a caller requested a welfare check on someone they couldn’t get a hold of in Greenville. The last the RP knew was the victim was leaving Greenville and heading to Quincy.
Sparks reported
Eastbound on Highway 70 near Cromberg, a caller reported seeing the driver of a truck driving eastbound dragging a chaining that was making sparks. The information was transferred to the CHP.
Needed into evacuation area
A resident of Greenville said he needed to get to Wolf Creek Road in Greenville to get his medication. He was told that his house was still standing. The RP requested an escort to get there.
Looking for brother
On Williams Valley Road in Greenville, an RP said he hadn’t spoken to his brother for two or three years and wanted to find out if he was accounted for. He said he didn’t need to speak to him just wanted to know if he was there.
Another request for information
In Greenville on North Valley Road, an RP from Reno was looking for friends that haven’t responded to her in two weeks.
Another welfare check request
An RP from Plumas County Social Services said they received a report concerning a man who is a Greenville resident unaccounted for. Someone from Veterans Affairs contacted all three shelters and they were unable to locate the individual.
Information requested
An RP from Oregon was seeking information on someone who didn’t leave during the evacuation and there was no cell service. The RP didn’t think the man was “able bodied” enough to be alone in his cabin near Chester.
Assistance requested
On Pecks Valley Road near Greenville, it was reported that a man left his residence and requested help in seeing if he closed the garage door to the main house.
Suspicious people
In the Lake Almanor area, a caller reported that he evacuated but he can see two people in his back yard. They were wearing jeans; tennis shoes and yellow rain suit hard hats. They had a hammer. He said they disabled his generator and then his camera turned off. The Paradise Police Department officers said that OES fire crews were going door to door to check homes.
Welfare check request
In Greenville, a caller said she was unable to reach her friend in the area.
Trying to reach aunt
In Chester, a caller said she wasn’t able to reach her aunt since evacuations took place. She was unsure if her aunt evacuated and she wasn’t answering her phone.
Burglary reported
In Greenville in the Wolf Creek Road area, it was reported that someone found a broken window with a ladder to the window at the church. A deputy checked the building and reported that some windows were broken on the outside pane due to the heat of the fire. There were no signs of a burglary.
Welfare check requested
From Vacaville, a retired firefighter called to see if his dad was still at his house on Hot Springs Road in Greenville.. When he talked to his dad five days earlier he wanted to stay at home. If a vehicle wasn’t there then he left.
Money missing
In Portola, a caller said she set her purse on the back of her vehicle while at a business. She left and came back within 5 to 10 minutes and the owner and an employee were walking into the business with her purse. The RP noticed that $1,000 in cash was missing and the employees were denying taking it. She said when she evacuated she had $5,000 in cash and only $1,000 is missing and she didn’t see the employee take the money. A deputy attempted to contact the RP and left a message. They only address available was for a business. The case was closed until further contact.
Extra patrol checks requested
In Greenville, a caller from a business requested extra patrol checks. Six employees were fired.
Welfare request
In Crescent Mills, a caller was requesting a check for her cousins.
Possible fire reported
On La Porte Road and Scales Road near La Porte, a caller had secondhand information about a possible forest fire in that area. The information was transferred to the USFS.
Suspicious situation
On Highway 70 north of Quincy, a caller said a man waved him down and said he needed help, but he didn’t know what he needed. No medical was needed. A deputy contacted the man who said he was upset because he and his girlfriend had an argument, and he couldn’t find her. He was sent on his way.
